The place where the speeding offence was committed is a determining factor in assessing the penalties applicable in Belgium to the driver.
Belgian law imposes harsher penalties for speeding in built-up areas, meeting and residential zones, near schools or in 30 km/h zones than for speeding on other roads (on the motorway, for example).
For speeding offences committed in pedestrian and residential zones, near schools or in 30 km/h zones:
Up to 10km/hour: in principle* no court proceedings -> payment of an immediate fine of €53;
Between 11km/hour and 20km/hour: in principle* no need to appear before the police court -> payment of an immediate fine of 53 euros for the first 10km/hour + 11 euros per additional km/hour;
Between 20km/hour and 30km/hour: in principle* no need to appear before the police court -> payment of an immediate fine of 53 euros + 11 euros per additional km/hour and possible loss of driving licence;
Above 30km/hour: you must appear before the police court.

For speeding on other roads :
Up to 10km/hour: in principle* no need to go to court -> payment of an immediate fine of €53;
Between 11km/hour and 40km/hour: in principle* no need to go to court -> immediate collection of 53 euros + 6 euros per additional km/hour;
Between 30km/hour and 40km/hour: in principle* no court appearance -> payment of an immediate fine of 53 euros + 6 euros per additional km/hour and possible loss of driving licence;
Above 40km/hour: must appear before the police court.
Once again, drivers who have committed a speeding offence of less than 40km/hour in these zones are almost never referred to the Police Court if they pay the amount on time.
